Enhanced Resource Bases Done Well: Designing Mainstream Schools Where More Children Belong and Thrive
As enhanced and resourced provision expands through the SEND White Paper, Every Child Achieving and Thriving (DfE, 2026) and DBV programmes, this session explores how these models can strengthen mainstream inclusion rather than create internal segregation. Drawing on research, system leadership and lived practice, we sets out the design principles, leadership conditions and accountability needed for enhanced resource bases to improve outcomes, belonging and long‑term inclusion.
